Marsha Judkins came to Provo to attend BYU on an academic scholarship—and never looked back. She and her husband, Randy, made Provo their permanent home over 40 years ago, raising their seven children here and becoming deeply rooted in the community they love.
From early on, Marsha was active in local schools, civic organizations, church service, and local politics. As a stay-at-home mom, she volunteered extensively and saw firsthand the difference strong, responsive leadership makes. That passion for service eventually led her to elected office—first on the Provo City School Board, then as a State Representative for west Provo.
When her youngest child turned 10, Marsha returned to BYU to earn a Master’s in Public Administration. She later worked as a children’s librarian at the Provo City Library—one of her favorite jobs—and currently teaches at Utah Valley University as an adjunct professor in the Mathematical and Quantitative Reasoning Department. She also works part-time as a consultant for the Boys and Girls Club of Utah County.
Marsha’s elected service began in 2012 when she won a seat on the Provo City School Board. She loved serving in that role, but became increasingly concerned about the number of state education bills being passed each year—often without input from local educators or families. She knew Provo needed a stronger voice at the state level and ran for the Utah House of Representatives in 2018, where she served three terms through 2024.
In the legislature, Marsha earned a reputation for honesty, intelligence, and thoughtful leadership. She served on key committees, including Social Services Appropriations, Law Enforcement and Criminal Justice, Revenue and Taxation, and Health and Human Services. Her work connected her with communities and stakeholders across Utah and the nation—but always with a focus on how those policies impacted the families and individuals she represented in Provo.
After six years at the Capitol, Marsha looked back at her own community and knew Provo could do better. That’s why she’s running for Mayor. Marsha will bring more than just a fresh focus—she’ll bring openness, transparency, strong leadership, fiscal responsibility, and a wealth of experience to the Mayor’s Office. With thoughtful, proactive leadership, she’s committed to addressing the challenges families and neighborhoods face every day. Marsha is passionate about building and elevating community through collaboration, trust, and common sense.
Marsha regards her family as her greatest asset. Marsha and Randy have lived in Provo for almost 40 years and loved raising their children here. They are lucky to be able to spend a lot of time with their seven children (14 if we count the amazing in-laws), and they especially enjoy time with their thirteen grandchildren.
